Short answer: Not for customers. Tesla only has a test permit in Norway.

EEA member without a TCMV vote. Tesla holds a test exemption; regulators want evidence on Nordic winter conditions and may require their own review even after EU approval.

Norway is outside the EU and cannot vote in the TCMV, so an EU decision would not automatically apply here.
