Sweden asks the EU to reject FSD unless Speed Offset is removed
A letter to the TCMV says Sweden will vote no as long as FSD can be set to exceed posted limits.
In an April letter to the TCMV, obtained by Reuters through a freedom-of-information request, the Swedish Transport Administration recommended voting against EU-wide approval of FSD (Supervised) unless Tesla removes Speed Offset. The setting lets the driver choose a margin above the detected limit that FSD will follow.
The agency argued that letting automated systems systematically exceed limits undermines both the legal framework and the safety case for automation.
The European build already drops the US driving profiles, but keeps Speed Offset and a contextual max-speed setting that follows traffic flow. Finland’s Traficom has noted the offset can reach 50% above the detected limit, though not beyond 120 km/h on motorways. Removing it would be a software change; Tesla has not said whether it will.
