Croatia approves Tesla FSD (Supervised), the eighth EU country
Croatia's type-approval office recognised the Dutch approval on 28 September, three weeks after saying a decision was unlikely before EU talks.
Croatia is now the eighth EU member state where Tesla owners can legally use FSD (Supervised). Tesla Europe announced it on 29 September; Croatian outlet Autonet reported that the State Office for Metrology (DZM), which handles vehicle homologation, had signed off a day earlier.
The decision is a turnaround. On 10 September, DZM told Autonet it had not accepted the Dutch approval and did not expect to decide before more discussion at EU level. Asked what changed, the office said it had never opposed recognition, only been cautious.
Like every approval since April, this is a national recognition of the provisional type approval issued by the Dutch RDW under Article 39 of Regulation 2018/858. It is not an EU-wide approval.
What Croatian owners get
- Hardware: HW4 (AI4) cars only at launch.
- Software: the same European FSD v14 build used elsewhere.
- Price: subscription only — Tesla stopped one-time FSD sales in Europe in May.
Croatia was the third approval in September, after Slovenia (7 September) and Czechia (21 September). The approved bloc now covers roughly 12.7% of the EU’s population.
